Guidelines for calculating and receiving special allowances; methods of calculating and receiving preferential allowances and job responsibility allowances for teachers specializing in teaching persons with disabilities; and methods for calculating and receiving allowances for arduous, hazardous, and dangerous work are the contents addressed in the Draft Circular guiding the implementation of Decree 113/2015/ND-CP.
According to the Draft Circular guiding the implementation of Decree 113/2015/ND-CP stipulating special allowances, preferential allowances, job responsibility allowances, and hazardous, dangerous, and arduous allowances for teachers in public vocational education institutions, the subjects of application include teachers and management officials (referred to as teachers) teaching integration; teachers who are meritorious artisans, meritorious artists, meritorious physicians, meritorious teachers and above, and those with high vocational skills teaching practice; teachers teaching disabled people; teachers teaching practice and integration in hazardous, dangerous, and arduous fields of study, included in the approved salary list by the competent authority in colleges, intermediate schools, and public vocational education centers (hereafter collectively referred to as public vocational education institutions). In which:
- Management officials include: principals, directors, vice-principals, vice-directors, heads of departments, deputy heads of departments and equivalents; public employees in the training department; public employees in the student management department; public employees in the examination and quality assurance department who directly teach as prescribed.- Highly skilled professionals include: individuals with national level 4 vocational skills certificates or higher; individuals with a craftsman level 5/6, 6/7 certification or higher issued by a competent authority as prescribed by law or a decision to receive level 5/6, 6/7 salary or higher as per the salary table stipulated in Decree 205/2004/ND-CP.
Guidance on calculation and entitlement of allowances
Special Allowance
- For teachers teaching integration: Special Allowance Amount = {[Salary coefficient by rank and level + leadership position allowance coefficient, seniority allowance beyond the framework (if any) currently received] x Statutory pay rate} / [Standard teaching hours in the year/12 (months)] x Actual integration teaching hours in the month x 10%.- For teachers who are meritorious artisans, meritorious artists, meritorious physicians, meritorious teachers and above, and highly skilled professionals teaching practice: Special Allowance Amount = {[Salary coefficient by rank and level + leadership position allowance coefficient, seniority allowance beyond the framework (if any) currently received] x Statutory pay rate} / [Standard teaching hours in the year/12 (months)] x Actual practice teaching hours in the month x 10%.
Preferential Allowance, Job Responsibility Allowance for Full-time Teachers Teaching Disabled Individuals

At the same time, the Draft Circular also mentions the guidance on the funding sources for implementing the allowance policies for teachers and the guidance on the effectiveness and enforcement responsibilities for the allowance calculation methods in Articles 12 and 13 of Decree 113/2015/ND-CP.
