Vietnam: Summary of first-time issuance and renewal of officer's identity cards and reserve officer's cards

Specifically, according to the Circular No. 218/2016/TT-BQP of the Ministry of National Defense of Vietnam, the first issuance, renewal, re-issuance of officer's identity card and reserve officer’s card are carried out in the following cases:

Officer's identity card:

- First issuance:

• Being conferred the rank of active duty officer;

• Reserve officers are selected to supplement the ranks of active-duty officers.

- Renewal:

• Being expired according to Point a, b Clause 1 Article 14 of Circular No. 218/2016/TT-BQP or damaged;

• Being promoted or demoted to the rank of field officer, general officer;

• Changing units under the Ministry of National Defense;

• Changing last name, middle name, birth name; date, month, year of birth; ethnicity, homeland, place of permanent residence or changing identity due to injury, cosmetic, orthopedic.

- Re-issuance: The officer's identity card is lost.

Reserve officer’s card

- First issuance: Registering as a reserve officer.

- Renewal:

• The reserve officer is promoted from the rank of lieutenant to the rank of colonel or is demoted from the rank of colonel to the rank of lieutenant, the card is damaged;

• Changing last name, middle name, birth name; date, month, year of birth; ethnicity, homeland, place of permanent residence or changing identity due to injury, cosmetic, orthopedic.

- Re-issuance: The reserve officer's card is lost.
