Vietnam: New points regarding the procedures for management and use of ODA and concessional loans

According to Decree No. 132/2018/ND-CP of Vietnam’s Government, based on the results of mobilization of ODA and concessional loans, procedures for management and use of ODA and concessional loans are as follows:

Regarding a program/project funded by ODA grant, ODA loan or concessional loan:

- Drafting, selecting, proposing a program/project (unless it is funded by ODA grant);

- Drafting, appraising, issuing the decision on investment guidelines of the program/project;

- Drafting, appraising, issuing the investment decision;

- Concluding the international treaty or agreement on ODA or concessional loan;

- Managing the execution of the program/project;

- Completing, transferring the result of the program/project.

Regarding a technical assistance project or non-project grant aid:

- Prepare project documents; appraise and issue the implementation guidelines (for projects and non-project grant aids) and approve the project documents;

- Conclude the international treaty or agreement on provision of ODA grant for the technical assistance project or non-project grant aid;

- Manage execution of the technical assistance project or non-project grant aid;

- Completing, transferring the result of the technical assistance project or non-project grant aid.

Moreover, Decree No. 132/2018/ND-CP also specifies the procedures for management and use of budget assistance as follows:

- Drafting, appraising and issuing the decision to receive the budget assistance;

- Concluding the international treaty or agreement on budget assistance;

- Management;

- Completing and transferring.
