Vietnam: New point on being appointed as the Conformity assessment body

On November 09, 2018, the Government of Vietnam issued Decree No. 154/2018/NĐ-CP amending and supplementing articles when appointing product and goods conformity assessment organizations prescribed in Decree No. 132/2008/NĐ-CP, amended in Decree No. 74/2018/NĐ-CP.

To be specific:

- When being appointed as the Conformity assessment body, in addition to having already been issued the certificate of registration of testing services, which covers the sector specified in its application for designation as prescribed in Decree No. 74/2018/NĐ-CP, according to Decree No. 154/2018/NĐ-CP of Vietnam’s Government, the Conformity assessment body must carry out the proficiency testing or inter-laboratory comparison with respect to test methods applied to goods and products specified in its application for designation.

- As regards tests for which there is no proficiency testing body available or in which the inter-laboratory comparison cannot be conducted because no domestic testing laboratory carries out the analysis, the requesting testing body must supplement its test method dossier, give confirmation of useful value of the test method and reference materials to control the testing quality.

- Regarding the designation application, Decree No. 154/2018/NĐ-CP of Vietnam’s Government supplements the application for the temporary designation, specifically as follows:

+ Application for designation as a conformity assessment body as prescribed;

+ The copy of the decision on designation of testing body;

+ Documents about test methods and confirmation of useful value of test methods and reference materials to control the testing quality.
