Vietnam: Contents of assessment and certification of urban railway system safety

The Ministry of Transport of Vietnam issued Circular No. 31/2018/TT-BGTVT on assessment and certification of urban railway system safety.

According to Circular No. 31/2018/TT-BGTVT of the Ministry of Transport of Vietnam, depending on the purpose of new construction or upgrading of the urban railway system, there are different regulations on safety assessment and certification. To be specific:

Regarding newly-constructed urban railway:

- Assess reliability, availability, maintainability and safety of following systems: vehicle types, train control signaling system, traction power supply system; platform screen door (if any).

- Assess risks of passenger evacuation measures in case of emergency; on overpass, in tunnel, station; assess risks of controlling smoke, heat escape and ventilation in tunnels.

- Assess electromagnetic compatibility;

- Assess system integration.

- Assess operation trials, system testing and commissioning.

- Assess operation safety management system.

- Other matters at the request of the investor.

Regarding upgraded urban railway:

- Assess reliability, availability, maintainability and safety of upgraded work items prescribed in Point a, Point b, Point c Clause 2 Article 4 of this Circular.

- Assess system integration.

- Assess system operation trial after upgrading.

- Assess operation safety management system.

- Other matters at the request of the investor.
