Regulations on assessment and certification of urban railway system safety in Vietnam

On May 15, 2018, the Ministry of Transport of Vietnam issued Circular No. 31/2018/TT-BGTVT on assessment and certification of urban railway system safety.

According to Circular No. 31/2018/TT-BGTVT of the Ministry of Transport of Vietnam, assessment and certification of urban railway system safety are specified as follows:

1. An urban railway that has been newly constructed shall be subject to assessment and certification of system safety; assessment and issuance of certificate of verification of system safety dossier.

2. An urban railway being upgraded, if one of the following items changes, shall be subject to assessment and certification of system safety, verification and issuance of certificate of verification of system safety dossier before it is put into operation:

- Change of train control signaling system;

- Change of vehicle type;

- Renovation of traction power supply system;

- Enhancement of transport capacity and expansion of network of routes;

- Change of organizational structure of operating organization.

3. The outline of assessment and certification must at least contain:

- Scope of assessment and certification;

- Methods, procedures;

- Safety limits, risk acceptance criteria;

- Plan to carry out assessment and certification;

- Transfer documents.
