Regarding this issue, LawNet answers as follows:

On June 30, 2023, the Ministry of Transport issued Circular 15/2023/TT-BGTVT regulating standards, tasks, and powers for railway employee positions directly serving train operations; content and training program for training facilities for railway staff positions directly serving train operations; conditions, content, testing process, and issuance, re-issuance, and revocation of railway driving licenses (taking effect on September 1, 2023).

1. Train driving practice test points from September 1, 2023 in Vietnam

According to Article 49 of Circular 15/2023/TT-BGTVT, the maximum score for the practical train driving test is 100 points and is specified as follows:

- Preparation work: maximum 10 points.

- Reporting and answering mode: maximum 20 points.

- Train stopping skill: Maximum 20 points.

- train driving skills: Maximum 30 points, including:

+ Train running time: Maximum 10 points.

In case there is a slow running position in the space, the examiner must notify the candidate and add the technical time of that slow running position;

+ Fully comply with technical requirements as prescribed: maximum of 20 points.

- train braking skill: maximum 20 points.

2. 05 contents of practical train driving test from September 1, 2023 in Vietnam

Specifically, Article 48 of Circular 15/2023/TT-BGTVT regulates the contents of practical train driving tests as follows:

(1) Preparation work: Candidates must check the completeness of the prescribed tools and necessary train markings.

(2) Reporting and response regime: Candidates must fully comply with the reporting and response regime according to regulations.

(3) Train stopping skills: Candidates must stop the train twice according to the train schedule. The train stop location is determined by comparing the center of the train driver's seat, perpendicular to the center of the railway, with the benchmark specified in the test. The train stop location is moved within the allowable range as follows:

- For specialized railway power vehicles: No more than 03 meters ahead or no more than 01 meter ahead of the standard mark;

- For passenger ships: No more than 06 meters ahead or no more than 02 meters ahead of the standard mark;

- For cargo ships: No more than 08 meters ahead or no more than 04 meters ahead of the standard mark.

(4) Train driving skills: Candidates must fully comply with technical requirements according to regulations and drive the train on time as prescribed in the train schedule, according to current speed orders and warnings.

(5) train braking skills: Candidates must fully comply with technical requirements according to regulations.

3. Conditions for recognition of satisfactory performance in the practical driving test in Vietnam

According to Article 50 of Circular 15/2023/TT-BGTVT, candidates are recognized as satisfactory when they achieve at least 60 points after deducting points for violations (if any), in which no content specified in item 1 will be deducted more than 1/2 of the points.

4. Regulations on vehicles and driving practice test distance in Vietnam

Regarding means of practical train driving test: Must meet the requirements in Clause 2, Article 39 of Circular 15/2023/TT-BGTVT and the following requirements:

- For locomotives and rolling stock: they must pull passenger or freight trains;

- For specialized vehicles: if there is a wagon or trailer, that wagon or trailer must be towed.

Regarding the distance of the train driving practice test: Candidates drive the train in at least 03 compartments, in accordance with the regulations of the train schedule, speed orders, and current warnings; The first compartment is the test run area, and the following compartments are used to evaluate the results of train driving practice.
