Decree 171/2007/ND-CP stipulates the establishment of the commune-level town Quy Nhat in Nghia Hung District, Nam Dinh Province based on the entirety of 546.49 hectares of natural area and 6,274 inhabitants from Nghia Hoa Commune, Nghia Hung District, Nam Dinh Province as follows:
- Commune-level town Quy Nhat has a natural area of 546.49 hectares and 6,274 inhabitants.
- The administrative boundaries of the commune-level town Quy Nhat: East borders Nghia Tan Commune; West borders Ninh Binh Province; South borders the communes of Nghia Thanh, Nghia Lam, Nghia Hung, Nghia Hung District; North borders Nghia Phu Commune, Nghia Hung District.
- After the establishment of the commune-level town Quy Nhat, Nghia Hung District consists of 25 administrative units, including: Lieu De commune-level town, Rang Dong commune-level town, Quy Nhat commune-level town, and the communes of Nghia Dong, Nghia Thinh, Nghia Minh, Hoang Nam, Nghia Chau, Nghia Thai, Nghia Trung, Nghia Son, Nghia Lac, Nghia Hong, Nghia Phong, Nghia Phu, Nghia Binh, Nghia Tan, Nghia Thanh, Nghia Lam, Nghia Hung, Nghia Hai, Nghia Thang, Nghia Loi, Nghia Phuc, Nam Dien.
