The Ministry of Labor – War Invalids and Social Affairs of Vietnam is drafting a Decree stipulating the levels of allowances and benefits for people with meritorious services to the revolution in Vietnam to replace Decree 20/2015/ND-CP.

Recently, the Ministry of Health issued Official Dispatch 1367/BYT-KH-TC regarding the implementation of prices for medical examination and treatment services covered by medical insurance, including salary costs, in several provinces/cities in March 2017. As of now, 49 provinces and cities have implemented the health insurance rates, inclusive of salaries.
Decision No. 21/2017/QD-TTg issued by the Prime Minister of the Government of Vietnam on June 15, 2017, stipulating the insurance payout limits as specified in Clause 2, Article 24 of the Law on Deposit Insurance.
In the Draft Decree stipulating the compulsory social insurance (SI) contribution rates to the Occupational Accident and Occupational Disease Insurance Fund (referred to as the Draft Decree), the Ministry of Labor - War Invalids and Social Affairs (MOLISA) has proposed a contribution rate of 0.5% of the salary fund on which compulsory social insurance contributions for employees participating in compulsory occupational accident and disease insurance are based.
Mandatory social insurance is a type of social insurance organized by the State that employees and employers must participate in, including: sickness; maternity; occupational accidents, occupational diseases; retirement and death gratuity.
According to the provisions at point g Clause 1 Article 2 of Decree 105/2014/ND-CP, the health insurance contribution of all members participating in household-based health insurance is dependent on the statutory pay rate. To be specific:
From April 21, 2017, an additional 14 provinces and municipalities in Vietnam will apply medical service prices covered by health insurance, including wages, according to Official Dispatch 2078/BYT-KH-TC dated April 20, 2017.
