1. State Agency for Technology Innovation belongs to which Ministry in Vietnam?

- State Agency for Technology Innovation is an organization under the Ministry of Science and Technology with the function of advising and assisting the Minister in performing state management and organizing the implementation of technology application, development, and innovation activities.

The Agency for Technology Application and Development has an international transaction name in English: State Agency for Technology Innovation (abbreviated as SATI).

- The State Agency for Technology Innovation has legal status, has its own seal, and is allowed to open accounts at the State Treasury and the Bank for operations and transactions in accordance with the law.

The State Agency for Technology Innovation has its head office located in Hanoi.

2. Working regime of the State Agency for Technology Innovation

- The State Agency for Technology Innovation is organized and operates under the headship regime, combined with collective discussion.

- The State Agency for Technology Innovation shall implement working regimes and working relationships with units under the Ministry according to the working regulations of the Ministry and other relevant regulations.

- The State Agency for Technology Innovation is responsible for closely coordinating with relevant agencies, organizations, and individuals outside the Ministry in accordance with regulations in the performance of assigned functions and tasks.

3. Tasks and powers of the State Agency for Technology Innovation in Vietnam

- Develop and submit to the Minister of Science and Technology mechanisms, policies, development strategies, long-term, 5-year, annual plans, programs, schemes, and projects, and draft legal documents on application activities, technology development, and technology innovation.

- Guide, inspect, and organize the implementation of legal documents, mechanisms, policies, strategies, plans, programs, schemes, and projects on technology application, development, and innovation.

- Guide the organization of the assessment of technological capacity in economic fields and branches; develop technology maps and technological innovation roadmaps for ministries, branches, localities, and enterprises; develop technology maps and national-level technological innovation roadmaps; orientation of the application of new production technologies; integration of new technologies in enterprises; support organizations and individuals to innovate technology; search for technology; import technology; and master technology.

- Guide and organize the implementation of measures to support investment activities in building technical facilities to serve design, manufacturing, and technology testing; technology innovation investment projects in the form of public-private partnerships of organizations, individuals, and businesses; certifying goods used directly for the development of technology incubation; and technological innovation of enterprises.

- Take the lead in monitoring and guiding application activities, technology development, and technology innovation of application organizations, technology transfer organizations, and related organizations under the Departments of Science and Technology of provinces and centrally run cities.

- Guide and organize the implementation of measures to support technology transfer activities between enterprises, science and technology organizations, and local technology transfer and application organizations.

- Organize and implement technology investment promotion activities, international cooperation and international integration activities, bilateral and multilateral cooperation programs, and agreements on technology application, innovation, and development activities.

- Guide and organize the implementation of the National Technology Innovation Program. Assume the prime responsibility for organizing the implementation of research activities and projects related to technology application, transfer, and innovation.

- Guide and organize demonstration activities connecting technology supply and demand; activities of organizations that apply and transfer technology; and organize consulting, brokerage, and promotion services and other services; supporting the establishment of technology supply and demand connection points; building technology data; and technology experts to support enterprises in technological innovation.

- Organize and provide professional guidance and training, and coordinate the implementation of training activities in the areas under their management. Performing technology transfer services; consulting on organization formation; and activities on technology design, manufacture, and testing

- Manage civil servants, public employees, employees, finances, assets, and documents of the department according to the decentralization of the ministry and the provisions of law.

- Perform other tasks assigned by the Minister.
