Regarding this issue, LawNet would like to answer as follows:
(i) Working regime and working relationship
- Working mode:
+ The Steering Committee operates on a part-time basis; take responsibility before the Minister and the law for the assigned tasks.
+ The Steering Committee meets regularly once a year, in case of emergency, an extraordinary meeting may be decided by the Chairman.
- Working conditions:
+ The Head of the Commanding Committee may use the seal of the Ministry of Natural Resources and Environment to direct the work of natural disaster prevention and control and search and rescue.
+ Means of transportation of the members of the Steering Committee shall be undertaken by each member's agency.
- Working relationship:
The Steering Committee is subject to the professional direction and guidance of the National Steering Committee for Natural Disaster Prevention and Control and the National Committee for Incident and Disaster Response and Search and Rescue, and under the direct direction of the Minister.
(ii) On duty regime
The mode of duty on duty shall comply with the provisions of the Regulations on the work of duty, the meeting of management for disaster response and troubleshooting of the Commanding Committee for Natural Disaster Prevention and Control, and Search and Rescue of the Ministry of Natural Resources and Environment.
(iii) Form of information and reporting
- When there are natural disasters related to hydrometeorology, environmental incidents caused by natural disasters on land, marine environmental incidents, oil spill incidents at sea, pollution incidents, degradation, or depletion of water sources occurring, agencies and units under the Ministry must fully, accurately, and promptly report on natural disaster developments, remedial work. recover the consequences and damage caused by natural disasters from the Standing Office of the Steering Committee.
- The Standing Office of the Steering Committee organizes the collection of information from the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response and Search and Rescue, and other reliable sources of information for disaster prevention and control and search and rescue; updates information and reports of the units under the Ministry on the prevention, combat, and overcoming of the consequences of natural disasters and search and rescue; synthesizes reports, processes information, or submits them to the head of the committee for timely handling.
- According to their assigned tasks, the units shall summarize and report to the Standing Office of the Steering Committee before December 25 of each year on the situation of natural disasters related to hydrometeorology, environmental incidents caused by natural disasters on land; marine environmental incidents, oil spills at sea; pollution incidents, degradation, depletion of water sources; and response and remedial work.
- Reporting and providing data on damage caused by natural disasters in the whole industry to the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response, Search and Rescue, and the mass media must be approved by the Head or Standing Deputy Head of the Committee.
(iv) Operating expenses
- Funding for the operation of the Steering Committee is allocated from the annual State budget on the basis of the plan and budget estimate of the General Department of Meteorology and Hydrology (Standing Office of the Steering Committee) and is assigned an estimate by the Ministry in accordance with current financial management regulations.
- Funds for the regular operation of the Standing Office of the Steering Committee shall be used for expenditures in accordance with the provisions of Circular 85/2020/TT-BTC on the management and use of funds for operations of the Central Steering Committee for Natural Disaster Prevention and Control and the Commanding Committees for Natural Disaster Prevention and Control and Search and Rescue at all levels.

- The Steering Committee properly performed the assigned tasks in Decree 66/2021/ND-CP and Decree 30/2017/ND-CP stipulating the organization of response activities, natural disasters, and search and rescue; ensuring the principle of democratic centralism, promoting collective wisdom, and upholding the responsibilities of the Head and each member of the Steering Committee, especially when there is an emergency situation of natural disasters.
- Members of the Steering Committee, the Standing Office of the Steering Committee must proactively and promptly solve problems according to their competence or advise and propose to handle the work related to the work of natural disaster prevention and control, search and rescue, in accordance with the scope, authority, and responsibility assigned, in accordance with the Regulation on Operation and the provisions of law.
- Ensuring the direction of the Steering Committee, the Head of the Commanding Committee; timely, accurate, and complete information and reports to the heads of the committees and leaders of the Ministry on the situation of natural disasters, search and rescue, and incident response; carrying out tasks after the direction of the Head of the Committee; operating synchronously and closely coordinating with units in the Ministry, coordinating with ministries, branches, and localities in natural disaster prevention and control, incident response, and search and rescue. All dangerous natural disaster situations nationwide are monitored and directed to respond promptly and effectively.
- Ensuring regular and continuous communication between the members of the Steering Committee and the Standing Office to resolve the work according to their assigned functions and tasks in a timely and effective manner, especially when there is an emergency situation of natural disasters.
