1. What type of vehicle eligible for automatically renewal of registration cycle in Vietnam?

In case the certificate of inspection and stamp of inspection of passenger cars with up to 9 seats are not in transport business (with a production period of up to 07 years and a production period from 13 years to 20 years) issued before March 22, 2023 and valid until July 1, 2024, they may continue to use them until the expiration of the cyclical period specified in Appendix V of Circular 08/2023/TT-BGTVT.

The validity period of the Certificate of Inspection and the stamp of inspection shall be certified by the Vietnam Registry Department according to the form specified in Appendix VI issued together with Circular 08/2023/TT-BGTVT (The electronic version is digitally signed by the Vietnam Register and has a QR-Code that connects to the website of the Vietnam Register).

The vehicle owner does a search on the website of the Vietnam Register (https://giahanxcg.vr.org.vn), prints the Certificate of Validity of the Inspection Certificate and the Inspection Stamp. This certificate is an attached document that is inseparable from the Certificate of Inspection that has been issued to participate in road traffic according to regulations.

Note: This regulation does not apply to cases where the Certificate of Inspection and Inspection Stamp expire before the effective date of Circular 08/2023/TT-BGTVT (June 3, 2023).

2. Additional Responsibilities of Vietnam Register in Vietnam

Responsibilities of Vietnam Register include:

- Organizing and providing specialized guidelines for motor vehicle inspection according to this Circular.

- Developing, managing, providing guidelines on consistent use of inspection management program, national database on inspection; receiving and managing data on inspected motor vehicles of register authority.

- Inspecting and supervising inspection works of register authority regularly, periodically, and irregularly. Dealing with violations of register personnel, professional personnel, and register authority as per the law, and issuing notice on violation resolution results to local Departments of Transport.

- Cooperate with relevant agencies in issuing and removing warnings on the inspection management program for motor vehicles failing to meet conformity in terms of administrative information, technical specifications, and other cases according to Clause 12 Article 80 of Decree 100/2019/ND-CP and other cases of warnings at the request of state agencies.

- Printing, managing, issuing, and guiding use of templates, inspection certificates, and disposal of damaged, expired templates.

- Organizing the search for information confirming the validity period of the Certificate of Inspection, the stamp of inspection according to the form specified in Appendix XX issued together with Circular 08/2023/TT-BGTVT; providing an account to look up information confirming the validity period of the Certificate of Inspection and the Inspection Stamp on the website of the Vietnam Registry for the competent forces in service of patrolling, controlling, handling violations, and dealing with cases related to road motor vehicles.
