Vietnam Financial Times operates under the law and is under the direct leadership and direction of the Party Civil Affairs Committee and the Minister of Finance.

At the same time, Vietnam Financial Times is a non-business unit directly under the Ministry of Finance; it has legal status, owns its own seal, and opens accounts at State Treasuries and banks in accordance with law.

Thus, the Vietnam Financial Times is a non-business unit directly under the Ministry of Finance.

2. Tasks and powers of Vietnam Financial Times

2.1. Tasks

The Vietnam Financial Times is responsible for performing the following tasks:

- Submit to the Minister of Finance the strategy and long-term development plan of the Vietnam Financial Times.

- Edit and publish the Vietnam Financial Times (print and electronic versions) to ensure compliance with the principles, purposes, and provisions of the operation license issued by a competent state agency.

- Timely, accurate, objective, and truthful information on issues in the financial field, domestic and international economic - political, cultural - social situations; promptly disseminate guidelines and policies of the party and laws of the State in general and the financial sector in particular.

- Reflect and guide public opinion; be a forum that contributes to criticizing, supplementing, amending, and perfecting the Party's guidelines and policies and the State's laws in the financial sector.

- Propagate and disseminate typical achievements and results of the financial industry; discover and set an example of good people, good deeds, and new factors in the observance of financial policies and laws; Criticize and fight against illegal acts and negative phenomena in the financial sector in particular and in society in general.

- Organize newspaper publishing, advertising, business, and service activities; organize events according to the provisions of the Press Law and other relevant laws.

- Building a network of collaborators in the financial field nationwide.

- Manage civil servants, public employees, and employees; manage the unit's finances and assets according to the provisions of law and the decentralization of staff management by the Ministry of Finance.

- Organize scientific research and the application of modern technologies in the field of journalism according to the provisions of law.

- Carry out international cooperation within the scope of assigned tasks according to the provisions of the law and the Ministry of Finance.

- Summarize and evaluate all aspects of the newspaper's activities and periodically report to the Minister of Finance and relevant ministries and agencies according to regulations.

- Perform other tasks assigned by the Minister of Finance.

2.2. Power

Specifically, Article 3 of Decision 376/QD-BTC 2018 stipulates the powers of Vietnam Financial Times as follows:

- Request organizations and units under the Ministry of Finance to provide documents, information, and documents on areas of activity related to the implementation of assigned tasks; request relevant units to provide necessary documents, information, and documents to serve newspaper publishing work according to the provisions of the Press Law.

- Organize the publishing and distribution of the Vietnam Financial Times; publish other publications and advertising activities in newspapers according to the provisions of law; publish obstetrics, supplements, thematic issues, and other specialized publications according to the License issued by a competent state agency.

- Organize events: television, conferences, seminars, fair exhibitions, information sponsorship, forums, seminars on expertise, economic and financial management, and journalism skills to serve the industry's propaganda and publishing work of Vietnam Financial Times in accordance with the law.

- Sign and implement newspaper advertising and propaganda contracts with organizations and individuals in need according to the provisions of the law.

- Sign labor contracts and build a network of collaborators at units and organizations at home and abroad according to the provisions of the law.

- Appoint officials and reporters to attend domestic and foreign conferences and seminars related to economic - financial management and press operations according to the staff management hierarchy of the Ministry of Finance.

- Decide the selling price of newspapers and other publications and be able to choose the forms of distribution and consumption according to the provisions of the law.

- Implement the mechanism of financial autonomy and self-responsibility applicable to revenue-generating public service units in accordance with current law and the Ministry of Finance.
