1. Position and functions of the General Department of Physical Education and Sports in Vietnam

The General Department of Physical Training and Sports is an organization under the Ministry of Culture, Sports, and Tourism, performing the functions of advising and assisting the Minister of Culture, Sports, and Tourism in state management, organizing the enforcement of the law on physical training and sports nationwide, and managing and organizing the implementation of physical training and sports public services in accordance with the law.

- The General Department of Physical Education and Sports has legal status, seals with the National Emblem, has its own account at the State Treasury, and is headquartered in Hanoi.

(Article 1 of Decision 21/2018/QD-TTg 2018)

2. Tasks and powers of the General Department of Physical Education and Sports in Vietnam

Tasks and powers of the General Department of Physical Education and Sports include:

(1) Submitting to the Minister of Culture, Sports, and Tourism for submission to competent state agencies:

- Law projects, draft resolutions of the National Assembly, ordinance projects, draft resolutions of the National Assembly Standing Committee; draft resolutions and decrees of the Government on physical training and sports, and other projects and schemes as assigned by the Minister of Culture, Sports, and Tourism;

- Strategy, master plan, national program on the development of physical training and sports, and important national projects and works on physical training and sports; draft decisions and directives of the Prime Minister on physical training and sports;

- The negotiation, signing, and accession to international treaties on physical training and sports;

- Organizing national physical training and sports congresses, regional, continental, and world sports congresses.

(2) Submitting to the Minister of Culture, Sports, and Tourism for decision:

- Long-term, five-year, and annual plans for the development of physical training and sports and projects on physical training and sports;

- Circulars, decisions, and directives on the management of physical training activities, mass sports, sports for the disabled, recreational sports, high-achievement sports, professional sports, and other activities in the fields of physical training and sports;

- Organizing regional, continental, and world championships for each sport in Vietnam; the charter of the national gymnastics and sports congress;

- National technical norms and regulations of physical training and sports facilities, training and competition equipment of physical training and sports facilities;

- A plan on coordination of activities between the Ministry of Culture, Sports, and Tourism, ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces, and centrally run cities.
and socio-political and social organizations at the central level in the performance of physical training and sports tasks;

- Policies and measures to manage public service activities on physical training and sports in accordance with law; Criteria for classification of public non-business units in physical training and sports.

(3) Assisting the Minister of Culture, Sports, and Tourism in directing, guiding, and inspecting the implementation of legal documents, strategies, master plans, plans, programs, and projects on physical training and sports.

(4) Regarding international cooperation:

Organizing the implementation of international treaties, joining international organizations on physical training and sports; developing international cooperation programs and plans on physical training and sports; and carrying out international cooperation and international integration in the field of physical training and sports according to the decentralization of the Minister of Culture, Sports, and Tourism and the provisions of law.

(5) Regarding physical training and sports for everyone:

Assisting the Minister of Culture, Sports, and Tourism in performing the following tasks:

- Propagating and mobilizing people to participate in physical training and sports activities; guiding physical training and sports methods for people suitable to their age, gender, occupation, health, and disability;

- Guiding branches and localities to train; building a team of guides and collaborators in physical training and sports; coordinating in organizing professional training for grassroots physical training and sports collaborators;

- Assuming the prime responsibility for, and coordinating with branches and localities in, exploiting and disseminating national sports and traditional health training methods at home and abroad;

- Directing and organizing mass sports competitions at the national level;

- Guiding and organizing the examination and assessment of the development of the mass fitness and sports movement;

- Guiding the registration of activities of clubs, fitness facilities, mass sports, and fan clubs.

(6) Regarding physical education and sports activities in schools:

Assisting the Minister of Culture, Sports, and Tourism in coordinating with the Ministry of Education and Training in performing the following tasks:

- Formulating and organizing the implementation of physical education programs in schools;

- Prescribing standards of physical training and assessing the results of the physical training of learners;

- Organizing training, fostering, and guiding the implementation of regimes and policies for teachers and trainers of physical education and sports;

- Regulations on the school sports competition system.

(7) Regarding physical training and sports in the armed forces:

- Advising and assisting the Minister of Culture, Sports, and Tourism to coordinate with the Ministry of National Defense in guiding the organization of defense sports activities among the people;

- Advising and assisting the Minister of Culture, Sports, and Tourism to coordinate with the Ministry of National Defense and the Ministry of Public Security in promulgating standards for physical training in the People's Army and People's Public Security; organizing training and retraining of coaches and athletes; and regulating sports tournaments in the armed forces.

(8) Regarding high performance sports and professional sports:

- Assisting the Minister of Culture, Sports, and Tourism in guiding the implementation of regimes and policies towards athletes, coaches, and sports referees;

- Organizing or coordinating the organizing of sports congresses and championships of each regional, continental, and world sport to be held in Vietnam, following national physical training and sports congresses
when approved by the competent authority;

- Submitting to the Minister of Culture, Sports, and Tourism for promulgation regulations on management of international sports activities held in Vietnam;

- Submitting to the Minister of Culture, Sports, and Tourism for promulgation regulations on standards, orders, and procedures for ranking athletes, coaches, and sports referees;

- Submitting to the Minister of Culture, Sports, and Tourism for promulgation regulations governing the transfer of athletes and selection of athletes to national sports teams; regulations on the order and procedures for establishing national sports teams and national sports teams for each subject;

- Guiding the development of training programs, to train athletes, coaches, and sports referees;

- Guiding the registration of the operation of professional sports facilities;

- Promulgating the competition rules of sports; regulations of each subject of the national gymnastics and sports congress.

(9) Organizing and conducting research and the application of science, technology, and medicine in the field of physical training and sports in accordance with the law.

(10) Assisting the Minister of Culture, Sports, and Tourism in managing the activities of associations and non-governmental organizations in the field of physical training and sports in accordance with law.

(11) Organizing the implementation of investment projects under the General Department of Physical Education and Sports according to the decentralization of the Minister of Culture, Sports, and Tourism and the provisions of law.

(12) Organizing the performance of statistical work specialized in physical training and sports; building and managing the database on physical training and sports; organizing information, communication, and promotion activities for physical training and sports activities in accordance with law.

(13) Implementing administrative reform in the field of physical training and sports according to the administrative reform plan of the Ministry of Culture, Sports, and Tourism.

(14) Organizing the inspection, coordinating the inspection, preventing and fighting corruption, wastefulness, and negativity, and handling violations of the law in the field of physical training and sports according to the regulations of the Law.

(15) Managing the organizational apparatus, civil servants, public employees, and employees according to the provisions of the law and decentralization of the Minister of Culture, Sports, and Tourism. Implementing emulation, commendation, and discipline regimes and policies and participating in professional training and retraining for civil servants, public employees, and employees under the management of the General Department according to the provisions of the law and decentralization of the Minister of Culture, Sports, and Tourism.

(16) Managing finance, assigning assets, and organizing the implementation of the allocated budget according to the provisions of law.

(17) Performing other duties and powers assigned by the Minister of Culture, Sports, and Tourism and in accordance with law.
