- Organize the appraisal of applications for international travel business licenses and submit them to the Ministry of Culture, Sports, and Tourism to issue licenses to businesses; issue, change, and revoke tour guide cards, tour guides, and certificates of cars qualified to serve tourists; Appraisal and re-evaluation of tourism service signs meeting standards to serve tourists; Appraisal of granting, re-issuing, amending, supplementing, extending, or revoking operating licenses of representative offices of foreign travel enterprises in the City; Appraisal and re-evaluation of tourist accommodation establishments rated 1 star or 2 stars, according to minimum standards; issue of certificates of short-term training in tourism; issuance and revocation of other types of cards, licenses, diplomas, and certificates under the authority of the Ho Chi Minh City Department of Tourism according to the provisions of the law; and other functions and tasks specified in the Law on Tourism.

(2) Planning and scientific research in the field of industry

- Develop planning and development plans (annual and long-term) of the industry based on the City's general socio-economic development strategy, the Ministry of Culture, Sports and Tourism submitted to the City People's Committee for approval;

- Guide organizations and individuals to carry out statistical reports according to regulations. Receiving, processing, and analyzing statistics in the field of tourism to provide research and statistics for the industry, the City People's Committee, and the Ministry of Culture, Sports, and Tourism for industry management. Build a database of tourism resources in the City.

(4) Financial work

- Coordinate with the Department of Finance and Department of Planning and Investment to develop and submit to the City People's Committee economic and financial estimates for the industry's operating programs according to regulations;
