According to Article 3 of Circular 13/2022/TT-BTTTT, the general standards of professional ethics for Class I reporters specializing in information and communication are prescribed as follows:
- Complying with the guidelines and policies of the Party, laws of the State, regulations of the industry and locality on information and communication.
- Honesty, objectivity, and a high sense of responsibility for the assigned work; properly and fully performing the obligations of public employees in professional activities.
- Cultivating ethics, preserving professional quality, honor, and prestige; not abusing their assigned positions and tasks for personal gain; solidarity, creativity, and willingness to absorb and learn new things; self-improvement;
Having a sense of coordination, helping colleagues, sharing work experiences, and actively participating in scientific research to develop your career and improve your qualifications.
The standards for professional competence for a class I reporter specializing in information and communication are prescribed as follows:
- Understanding the guidelines, guidelines, policies, directives, and resolutions of the Party and the laws of the State on domestic and foreign affairs; on the economic, political, and social situation in the country and the world;
- Proficient in specialized professions; effectively perform tasks in accordance with the law on press and other relevant laws;
- Having basic information technology skills, using foreign languages or ethnic minority languages as required by the job position.

Standards for training and retaining of first-class reporters specializing in information and communication are prescribed as follows:
- Having a university degree or higher in journalism.
If you have a university degree in another field of journalism, you must have a certificate of training in journalism skills issued by a competent training institution or a college or intermediate diploma in journalism;
- Having an advanced diploma in political theory or an advanced degree in political - administrative theory or a certificate of political theory equivalent to advanced political theory issued by a competent authority before July 9, 2021;
- Having a certificate of training according to the standards of professional titles for journalists specializing in journalism.
(Clause 3, Article 7 of Circular 13/2022/TT-BTTTT)
Pursuant to Clause 4, Article 7 of Circular 13/2022/TT-BTTTT, an officer who takes the exam or considers promotion to a Class I reporter needs to meet the following requirements:
- Having held the professional title of a class II reporter or equivalent for at least 06 years (full 72 months).
In cases of equivalent duration, at least 01 year (full 12 months) must have passed since the professional title of a class II reporter was held by the deadline for submitting the application for competition registration or consideration for promotion;
- During the time holding the professional title of a class II reporter or equivalent, he has presided over at least 02 (two) works winning ministerial, branch, equivalent, or higher awards or prizes organized by the Party agency at the Central level, the socio-political organization at the Central level, the Vietnam Journalists Association;
Or lead or participate in at least 02 (two) specialized scientific research projects at ministerial, provincial, or equivalent levels that have been promulgated or accepted by competent authorities.
The duties of a Class I reporter specializing in information and communication are specified as follows:
- Presiding over the development of plans and scripts for press work;
- Organizing and directing, writing, photographing, and filming various types of newspapers with general content and major topics in many fields of high complexity;
- Writing comments and editorials on complex and in-depth domestic and international issues;
- Presiding over the professional and professional summaries; developing programs and documents; and organizing professional guidance for lower-ranking reporters.
