The procedures for registering the fixed transport of passengers on waterway transport routes from shore to islands in Vietnam are regulated in Decision 533/QD-BGTVT in 2024 as follows:

1. Documentation for registering the fixed transport of passengers on waterway transport routes from shore to islands in Vietnam

* Components:

- Application form for registering the fixed transport of passengers according to the prescribed form;

- Original or electronic copy or authenticated electronic copy or electronic copy with the written unified opinion or contract with the organization managing port, harbor serving means entering for embarking and disembarking passengers.

- Presentation of the original for inspection (in case of direct submission) or electronic copy or authenticated electronic copy (in case of submission via postal service, online public service system, or other appropriate forms), including: Certificate of means register; Certificate of technical safety and environmental protection of means remaining in effect and conforming to the operational routes.

* Quantity: 01 set.

* Submission method: Direct submission via postal service, online public service system, or other appropriate forms.

2. Procedures for registering the fixed transport of passengers on waterway transport routes from shore to islands in Vietnam

* Step 1: Submit documents:

- Organizations, individuals submit applications for registering the fixed transport of passengers directly or via postal service or online public service system, or other appropriate forms to the Department of Transport.

* Step 2: Process the documents:

- In the case of direct submission: if the documentation is not valid according to regulations, it will be returned immediately, and guidance will be provided for organizations, individuals to complete the documentation; if the documentation is valid according to regulations, within a maximum of 03 working days from receiving the complete documentation, the Department of Transport will send a written request for opinions from the Maritime Port Authority of the region, the Inland Waterway Port Authority under the Vietnam Inland Waterway Administration (referred to as the Port Authority), where the water transport route from the shore to the island passes through. The Port Authority is responsible for providing a written response within a maximum of 03 working days from the date of receiving the document;

- In case of submission via postal service, online public service system, or other appropriate forms: if the documentation is not valid according to regulations, within a maximum of 02 working days from receiving the documentation, the Department of Transport must send a written request to the organization, individual to supplement and complete the documentation. Within a maximum of 30 days from the date of the notification document, if the organization, individual does not complete, supplement the documentation, the Department of Transport will conclude the processing of the documentation. If the documentation is valid according to regulations, within a maximum of 03 working days from receiving the complete documentation, the Department of Transport will send a written request for opinions from the Maritime Port Authority of the region, the Inland Waterway Port Authority under the Vietnam Inland Waterway Administration (referred to as the Port Authority), where the water transport route from the shore to the island passes through. The Port Authority is responsible for providing a written response within a maximum of 03 working days from the date of receiving the document;

- Within a maximum of 03 working days from receiving the response document from the agency, unit, the Department of Transport will review, issue an approval document and send it directly or via postal service or send it online via the online public service system to the organization, individual for fixed passenger transport on the route. In case of non-approval, there will be a response document stating the reason.
