Regarding this issue, LawNet would like to answer as follows:

1. Collecting donations and receiving donations from the Community House Fund in Vietnam

- The Fund is entitled to mobilize domestic and foreign donations to fulfill its operational purposes in accordance with the Fund's Charter and the provisions of law.

- The donations and sponsorships from domestic and foreign individuals and organizations for the Fund must be immediately paid to the Fund in accordance with current regulations of the State at the same time, publicize information through the Fund's website so that the public and donors can check and monitor it. For a grant with a purpose, the goal must comply with the sponsor's request.

- The contribution to support overcoming difficulties when a natural disaster, fire, or serious incident causes great loss of life and people's property shall be decided by the Fund Management Council under the guidance of the Central Committee of the Vietnam Fatherland Front.

2. Principles of fundraising and receiving donations from the Community House Fund in Vietnam

- Fundraising activities of individuals and organizations must be on a voluntary basis with goodwill to force individuals and organizations to perform.

- The donation, receipt, management, and use of money and kind from individuals and organizations contributing to the Fund must be public, transparent, and subject to inspection, examination, and supervision in accordance with the provisions of law. the law.

- Contents of campaigning for donations and receiving funding must be public and transparent, including: purposes of fundraising and sponsorship; fundraising and sponsorship results, usage results, and settlement reports.

- Forms of publicity include:

+ Publicly posting at the places where donations and sponsorships are received and places where aid and relief are received;

+ Announcement on the Fund's website and mass media;

+ Providing information at the request of agencies, organizations, and individuals as prescribed by law.

3. Subjects and conditions for receiving support and funding from the Community House Fund in Vietnam

- Subjects and conditions for receiving support and funding from the Fund include:

+ Children in difficult circumstances and their families;

+ Children with special circumstances (orphaned and helpless children) or children with serious illnesses and their families;

+ Children of ethnic minorities and their families;

+ Those who do not belong to the target groups specified at Points a, b, and c, Clause 1, Article 18 of the Charter of the Community House Fund promulgated together with Decision 107/QD-BNV in 2021 but belong to the disadvantaged group, including: people living with HIV, people with disabilities, ethnic minorities, and poor farmers who need assistance if it is suitable for the Fund's support capacity.

- The Fund Management Council shall specify the subjects and conditions for receiving support and sponsorship, the level of support and sponsorship for each object; application procedures, and support and sponsorship consideration in accordance with the Fund's Charter.
