1. Organizational structure of the Land Information and Registration Department in Vietnam

The organizational structure of the Land Information and Registration Department includes:

- Office;

- Financial Planning Division;

- Land Survey and Statistics Department;

- Land Registration Office;

- Department of Technology and Land Information Data;

- Department of cadastral operations control;

- Land Information and Data Center;

- Center for Testing and Geotechnical Engineering.

Office, Center for Land Information and Data, and Center for Cadastral Engineering and Testing are level III estimating unit with their own seals and may open accounts at State Treasuries and banks in accordance with law.

The Director of the Land Information and Registration Department shall submit to the Minister regulations on the functions, tasks, powers, and organizational structure of the public non-business units under the Department; promulgate a Decision stipulating the functions, tasks, powers, and organizational structure of the Office and its departments.

2. Duties and powers of the Land Information and Registration Department in Vietnam

Duties and powers of the Land Information and Registration Department in Vietnam include:

(1) Submitting to the Minister of Natural Resources and Environment for promulgation according to its competence or submitting to competent authorities for promulgation legal documents; strategies, master plans, long-term, medium-term, and annual development plans and programs, projects, schemes, tasks, national standards, national technical regulations, and economic-technical norms in the fields under the function of the Department.

(2) Participate in the development of mechanisms and policies on land; laws and resolutions of the National Assembly; ordinances and resolutions of the National Assembly Standing Committee; decrees and resolutions of the Government; decisions and directives of the Prime Minister and other documents as assigned by the Minister.

(3) Guide and inspect agencies, organizations, individuals, and localities in the implementation of legal documents, propose handling of violations of the land law in the fields of their functions. of the Department.

(4) Organize and inspect the implementation of mechanisms, policies, strategies, national programs, master plans, plans, projects, schemes, and tasks within the functions of the Department.

(5) Guiding and check the classification of land and determine the mode of using different types of land.

(6) Regarding cartography, land registration, cadastral records, and the issuance of certificates of land use rights, ownership of houses, and other land-attached assets:

- Guiding and inspecting agencies, organizations, individuals and localities in carrying out investigation, survey, measurement, preparation, amendments, and update of cadastral maps, maps of current land use and other maps in the field of land;

- Guiding and inspecting agencies, organizations, individuals, and localities in the registration of land, houses, and other land-attached assets and the operation of the system of land registration offices. ;

- Organizing the printing, issuance, guidance, and examination of agencies, organizations, individuals, and localities in the management and use of the draft of the Land Use Right Certificate, ownership of houses, and other land-attached assets;

- Guiding and inspecting agencies, organizations, individuals, and localities in the making, amendments, and management of cadastral dossiers;

- Synthesizing data on land registration, measurement, and cadastral mapping, issuance of certificates, and preparation of cadastral dossiers nationwide;

(7) Regarding statistics and land inventory:

- Making statistical plans, periodically inventorying land; making statistics and inventory by topic or irregularly, submitting them to competent agencies for approval, and organizing the implementation after they are approved; synthesizing statistical and inventory results nationwide;

- Guiding and inspecting the performance of land statistics and inventory; appraise the results of the statistics and land inventory of the People's Committee of the province.

(8) Regarding the land information system and land database:

- Organizing the construction, management, operation, update and exploitation of the information system and national database on land;

- Organizing the connection, integration and sharing of national data on land with national databases, databases of ministries, branches and localities;

- Carrying out the work of archiving, electronic library in the field of land, publicizing, providing and sharing information about land data according to the provisions of law;

- Guiding and inspecting the construction, management, operation and exploitation of land information systems, land databases, the storage and provision of information and data on land in localities;

(9) Regarding public service activities and electronic transactions in the field of land:

- Guiding and inspecting the provision of public services in the land sector to people and businesses in accordance with the law;

- Guiding the implementation of electronic transactions in the field of land under the function of the Department.

- Organizing the performance of public services under their management in accordance with the provisions of law;

- Inspecting and controlling administrative procedures and public services on land according to the function of the Department;

- Guiding, monitoring, and synthesizing the registration of security transactions with respect to land and land-attached assets.

(10) Inspecting the management and use of land by organizations and individuals in accordance with law; the exercise of rights and obligations of land users.

(11) Receiving and processing information reported on violations of the land law by organizations and individuals; participating in the settlement of disputes, complaints, and denunciations in the field of land under the functions of the Department as assigned by the Minister.

(12) Formulating and organizing the implementation of programs, schemes, projects, scientific research topics, and technology applications in the field of land under the functions of the Department.

(13) Regarding international cooperation:

- Proposing to participate in the negotiation and signing of international treaties; participate in international organizations and international forums in the field of land under the functions of the Department as assigned by the Minister;

- Acting as the focal point for the implementation of international treaties on land under the functions of the Department as assigned by the Minister;

- Organizing the implementation of international cooperation programs and projects in the field of land under the functions of the Department as assigned by the Minister.

(14) Organizing the inspection of products of schemes, projects, and tasks on land management and use according to the provisions of law.

(15) Implementing administrative reform according to the administrative reform program of the Ministry of Natural Resources and Environment; thrift practice; The prevention and fight against corruption and waste fall within the functions of the Department.

(16) Organizational management, payroll, and employment positions; civil servants, public employees, and employees as prescribed by law and decentralized by the Minister.

(17) Financial, accounting, and asset management of the Department; perform the responsibilities of the level II cost estimate unit towards the units under the Department according to the provisions of law.

(18) Periodic and irregular statistics and reports on the performance of assigned tasks.

(19) Performing other duties assigned by the Minister.
