Regarding this issue, LawNet would like to answer as follows:
Regulations on online registration of units related to the budget according to Article 16 of Circular 185/2015/TT-BTC are as follows:
- The unit that registers the unit codes related to the budget uses the unit codes related to the budget registration account to register the unit codes related to the budget via the online public service.
- The use of the account registered for the unit codes related to the budget must comply with the provisions of the Law on Electronic Transactions and relevant guiding documents.
- Units using online public services must register for an account and be granted an account by the Finance Authority to log in to use online public services;
Log in to the system to monitor the progress of the settlement, the status of the application, supplement and amend the file (if any), and receive feedback from the Financial Authority providing online public services.
An online application file for registration of unit codes related to the budget according to Article 18 of Circular 185/2015/TT-BTC includes:
- An online application file for registration of unit codes related to the budget includes the declaration and related documents as prescribed in Article 8 of Circular 185/2015/TT-BTC.
- An online application for registration of unit codes related to the budget is valid when it fully meets the following requirements:
+ There are all papers, and the contents of those papers are fully declared in accordance with regulations as in paper documents and converted into electronic documents. The name of the electronic document must correspond to the name of the type of paper in the paper file;
+ Information for online registration of the unit codes related to the budget is entered completely and accurately according to information in electronic documents.
The order of online registration for the unit codes related to the budget according to Article 19 of Circular 185/2015/TT-BTC is as follows:
- The unit registers the unit codes related to the budget to access the online public service using the login account and password that have been granted by the Finance Authority to make declarations, download electronic documents, and send online registration dossiers for unit codes related to the budget.
- The Finance Agency is responsible for receiving and checking the information in the online application and notifying the recipient of the receipt status. and at the same time notify via email and mobile phone number the representative of the code registrant.
In the event that the online registration dossier is incomplete, the Finance Authority will receive it and notify the requesting unit to supplement the dossier. Within 10 (ten) working days from the date of receipt of the notice, if the unit fails to complete the application, the application for registration of the online registration number is no longer valid.
If the online application file is invalid, the Finance Authority will return the application and notify the unit via the Online Public Service of the reason for the return.
- Within 02 (two) working days from the date of receipt of the complete and valid online application for registration of unit codes related to the budget, the Finance Authority is responsible for granting an electronic certificate of unit codes related to the budget to the unit.
The issuance of an e-certificate of unit codes related to the budget to the unit shall comply with the provisions of Article 6 of Circular 185/2015/TT-BTC.
- The online registration process for unit codes related to the budget specified in Article 19 of Circular 185/2015/TT-BTC also applies to the registration of changes in information about the number of units related to the budget and Register information about the phase transition of investment projects.
