- On October 6, 2014, the Ministry of Transport of Vietnam issued Circular 46/2014/TT-BGTVT amending Circular 08/2009/TT-BGTVT providing guidelines for the use of rudimentary vehicles, motorcycles, two-wheeled, three-wheeled motorbikes, and similar vehicles to transport passengers and goods.
