On August 22, 2023, the Central Executive Committee of Vietnam issued Decision 118-QĐ/TW on Regulations on organization and operation of mass associations assigned by the Party and State at the Central level (hereinafter referred to as associations) with notable contents such as:
The association's leading agencies include:
- National Congress:
The National Congress is the highest leadership body of the association, held every 5 years or irregularly if necessary. The current Executive Committee convenes the congress after the competent authority approves the plan for organizing the congress, documents and personnel submitted to the congress.
- Executive committee, standing committee:
The Executive Committee is the leading body between two congresses. The Standing Committee or Presidium is the leading body between two executive committee meetings.
- Standing member of the association:
The association's standing committee (including the president and full-time vice president) is the body that manages the association's daily work.
Regimes and policies for people working regularly at the association
- People who work regularly at the association include: the president, full-time vice president, people working in advisory and assisting units on the assigned payroll, and contract workers.
- Regimes and policies for people working regularly at the association:
+ People of working age who are assigned or mobilized to work at the association according to the decision of the competent authority and people who are recruited within the association's payroll quota shall receive salary, allowances, and other regimes and policies according to regulations for officials and civil servants.
+ Retired people holding full-time leadership positions in the association are entitled to remuneration according to regulations.
+ People working under contracts (including those receiving pensions) are entitled to wages or remunerations and other regimes and policies decided by the association, in accordance with the association's work and financial requirements.
- The working period of a retired person is decided by the association but must not exceed 10 years from the date of receiving a pension.
