To develop a system of parking lots for firefighting and rescue aircraft in Vietnam is notable point specified in Decision 819/QĐ-TTg in 2023 on approving the planning of fire safety infrastructure for the period of 2021-2030, with a vision to 2050.
According to Decision 819/QD-TTg, the direction of development of the traffic system in service of fire safety by 2030 in Vietnam is as follows:
- Developing the road traffic system synchronously to ensure firefighting service.
Striving to 2030, ensuring road traffic routes to district centers to meet requirements for fire prevention and fighting services.
(ensure the height, width, and loading capacity of roads, bridges, culverts, parking lots, and turning grounds for fire trucks and special-use vehicles for firefighting operations);
- Gradually expanding and upgrading roads, streets, and alleys in old residential areas so that fire engines can operate; completely solving the situation that roads, streets, and entrances to residential areas are blocked by telecommunications lines, electricity, piles, gates, fences, baries, roofs, and sloping roofs, obstructing the mobility of fire engines and specialized vehicles serving fire fighting and rescue;
- Effectively exploiting and using the inland waterway, sea, and railway networks in service of fire prevention and fighting;
- Development of a system of parking lots for firefighting, rescue, and rescue aircraft, and a system of flight command and control centers serving fire safety, rescue, and rescue of high-rise buildings and vehicles on rivers, seas, and forest fires.
In the immediate future, prioritizing investment in training and emergency response centers on fire safety and rescue, the Ministry of Public Security, and the Public Security of a number of provinces and centrally-run cities.
Regarding the development direction of the water supply system for fire safety:
- Developing synchronously the fire prevention and fighting water supply system in urban areas and industrial parks to ensure the total flow of fire fighting water and in line with the development orientation of urban water supply and industrial zones in Vietnam and related industries and fields; the pipes, throats, and fire hydrants ensure the required flow and pressure requirements according to the standards, regulations on fire prevention and fighting and are uniformly installed on the entire urban water supply system, industrial parks, and key areas within the scope of planning;
- Thoroughly exploiting and effectively using water sources in service of fire prevention and fighting; completing the construction of water intake points (wharfs, yards, manholes) convenient for fire engines to collect water from ponds, lakes, rivers, streams, canals, etc. that are planned as fire prevention and fighting water sources; studying the planning of service points for firefighting aircraft to collect water at necessary places;
- Building water tanks for fire prevention and fighting for each area in residential areas with narrow roads where it is impossible to install fire-fighting hydrants and pylons or where there is no centralized water supply system or natural water source; striving that by 2030 most of the above residential areas will be built with fire prevention and fighting water tanks.
