Supplementing Procedures for Issuing BIN Codes of Bank Card Issuing Organizations

Recently, the Governor of the State Bank of Vietnam issued Circular 26/2019/TT-NHNN amending and supplementing certain provisions of the Regulations on the issuance, use, and management of the card issuing organization codes attached to Decision 38/2007/QD-NHNN.

When there is a need to be issued a BIN code, the card issuing organization must submit a request for BIN code issuance directly or via postal service to the SBV or through the SBV's online public service portal. (Currently, according to Circular 23/2011/TT-NHNN, amending Decision 38, it must be submitted directly or via postal service only).

Within 05 working days from the date of receipt of a valid BIN code issuance request, the SBV shall issue a decision to grant a BIN code to the card issuing organization and notify in writing or through the online public service portal to the card issuing organization.

Note, the SBV issues only one unique BIN code for each card issuing organization that is eligible for a BIN code. (This is a newly added provision in Circular 26)
