Ministry of Education and Training of Vietnam: New requirements for lecturers of doctoral programs

On June 28 Ngày 28/6/2021, the Ministry of Education and Training of Vietnam issued Circular No. 18/2021/TT-BGDĐT

According to the Circular No. 18/2021/TT-BGDĐT, requirements for lecturers of doctoral programs are prescribed as following:

- Persons are Vietnamese citizens or foreign citizens meeting the requirements in Clause 1 Article 54 of the Law on Higher Education of Vietnam (amended in 2018) and other relevant law provisions;

- Persons hold the title of professor or associate professor or Doctor of Science degree or doctorate in a specialization suitable for units of study and subjects that they are in charge of;

- Persons have foreign language and information technology qualifications for teaching, research and international exchange and cooperation concerning specialized areas that they are in charge of in the doctoral program (current provisions do not prescribe this).

Moreover, the Circular No. 18/2021/TT-BGDĐT also prescribes Additional requirements for persons without the title of professor or associate professor, particularly:

- Persons have taught undergraduate or master’s programs for at least 01 year (12 months) since they were awarded a doctorate;...

Circular No. 18/2021/TT-BGDĐT takes effect from August 15 2021 and replaces the Circular No. 08/2017/TT-BGDĐT
