Guidelines on Calculating the Number of Inpatient Treatment Days for Individuals with Health Insurance Cards

The Ministry of Health has just issued Official Dispatch 3385/BYT-KH-TC regarding the payment of medical examination and treatment costs under health insurance according to medical service prices.

Official Dispatch 3385 provides guidance on the payment of medical examination and treatment expenses covered by health insurance based on medical service prices and emphasizes the calculation of inpatient treatment days according to the following guidelines:

- The calculation of inpatient treatment days from March 1, 2016, to July 14, 2018, is carried out according to Joint Circular 37/2015/TTLT-BYT-BTC; from July 15, 2018, it is carried out according to Circular 15/2018/TT-BYT;- Costs related to drugs, medical supplies, blood, and blood products not included in the service price shall be paid based on actual use and purchase price through bidding processes of the medical facility.

While the Ministry of Health has not yet issued mandatory technical economic norms to be followed in medical examination and treatment; the payment and settlement of medical examination and treatment costs are performed according to the provisions of the Law on Health Insurance, the Law on Prices, and the guiding documents.
