The Ministry of Public Security issued Circular 38/2016/TT-BCA guiding Decree 129/2015/ND-CP on the implementation of obligations to participate in the People's Public Security (CAND).
Selection age for performing Public Security Service is as follows:
- Citizens of the Socialist Republic of Vietnam from 18 years old to 25 years old; citizens who have been trained to college or university level and have had their obligations deferred according to the provisions of the Law on Military Service can be selected up to 27 years old;- For units of Mobile Police, Security Police, Special Police, and Guard Police: selecting citizens from 18 years old to 22 years old; in localities with difficulties in sourcing recruits, unable to ensure sufficient quota, selection can be extended up to 25 years old.
Additionally, the Circular provides regulations on issuing orders for health examinations for mandatory service, early discharge for non-commissioned officers, and enlisted soldiers.
Circular 38/2016/TT-BCA takes effect from November 15, 2016, replacing Circular 21/2007/TT-BCA(X13), Circular 74/2011/TT-BCA.
