the Government of Vietnam has just issued Decree 146/2018/ND-CP detailing and guiding the implementation of several provisions of the Law on Health Insurance.
Decree 146 has supplemented the categories eligible for social insurance contributions supported by the state budget, specifically:
- Individuals in near-poor households according to the near-poor criteria stipulated by the Government of Vietnam, the Prime Minister of Vietnam;- Individuals in multidimensionally poor households not covered under the provisions of point a, clause 9, Article 3 of Decree 146/2018/ND-CP;- Students;- Individuals in households engaged in agriculture, forestry, fishery, and salt production with average living standards as stipulated by the Government of Vietnam, the Prime Minister of Vietnam.
In addition, the Decree adds more categories entitled to health insurance paid by the state budget, such as:
- Caregivers of individuals with meritorious services to the revolution who live in their families;- Individuals aged 80 years or older who are receiving monthly survivor benefits as stipulated by the Social Insurance Law.
