The Minister of Natural Resources and Environment of Vietnam issued Circular 07/2023/TT-BTNMT dated July 31/ 2023 promulgates economic and technical norms for hydrometeorological investigation and survey work.

Content of surface meteorological investigation and survey work in Vietnam

The content of surface meteorological investigation and survey work includes:

(1) Preparation

- Create a mission outline:

+ Receiving requests;

+ Collect relevant documents;

+ Preliminary selection of location on the map;

+ Making an outline.

- Be deployed in the field before measuring and surveying:

+ Select location of survey measurement characteristics;

+ Draw a diagram for locating survey measurement points;

+ Contact localities about investigations and surveys.

- Install equipment:

+ Prepare machinery, equipment, tools, and supplies for investigation and survey;

+ Install and check machines and equipment before measuring and surveying.

(2) Detailed survey measurements

Daily detailed survey measurements according to National Technical Regulations on Meteorological Monitoring, code QCVN 46:2022/BTNMT issued together with Circular 45/2017/TT-BTNMT, include the following elements:

Surface wind (wind direction and speed), atmospheric pressure, air temperature, air humidity, precipitation, evaporation, ground surface temperature, and deep soil layers, ground moisture and deep soil layers, sunshine duration, radiation, horizontal visibility, clouds, and meteorological phenomena.

(3) Dismantle and clean up surveying and maintenance tools and equipment

(4) Complete documents

- Correct errors of measured factors;

- Calculate results and prepare data tables;

- Prepare documents and tables of survey data according to survey requirements;

- Enter data into the computer, control and adjust the data, and submit the results.

Regulations on the use of economic-technical norms for meteorological investigations and surveys in Vietnam

In this norm, labor norms are calculated for delta, midland, and low mountain areas (with the K coefficient equal to 1). In case the investigation or survey area is a remote area, use the K coefficient as follows:

- K=1.2 for regions with regional allowance coefficients of 0.1 ÷ 0.3;

- K=1.5 for regions with regional allowance coefficients of 0.4 ÷ 0.5;

- K=1.8 for regions with a regional allowance coefficient of 0.7;

- K=2.1 for regions with a regional allowance coefficient of 1.0.

For investigation and survey areas that cannot be reached by car, in addition to the K coefficient mentioned above, the labor norm for preparation and cleanup work is calculated to increase by 3% for each 100-meter distance or 10-meter elevation difference.

More details can be found in Circular 07/2023/TT-BTNMT, which will take effect on September 15, 2023 and replace Circular 45/2017/TT-BTNMT.
