Classification Levels of Maritime Accidents According to Circular 01/2020/TT-BGTVT

Recently, the Ministry of Transport issued Circular 01/2020/TT-BGTVT regulating the reporting and investigation of maritime accidents.

Maritime accidents are classified into 3 levels: Especially serious; serious; and less serious. Specifically:

Especially serious maritime accident is a maritime accident that causes one of the following damages:

- Causes death or disappearance of a person;- Causes a ship to sink or go missing;- Causes spillage of 100 tons of oil or more, or 50 tons of hazardous chemicals or more into the environment;- Causes a stoppage of maritime traffic on the shipping lane for 48 hours or more.

Serious maritime accident is a maritime accident not falling into the above-mentioned categories and causes one of the following damages: Causes a ship to catch fire, explode, or run aground for 24 hours or more, causes structural damage to the ship affecting its seaworthiness;…

Less serious maritime accident is a maritime incident or maritime accident occurring outside all of the aforementioned cases.
