This is one of the objectives of the Scheme “Innovation and development of social assistance for the period 2017 - 2025 with a vision toward 2030” under Decision 488/QD-TTg by the Prime Minister of the Government of Vietnam.

The Prime Minister approved the objectives of the Scheme for the period 2017 - 2020 as follows:

- 100% of individuals facing sudden difficulties will receive prompt assistance;- Expanding the number of elderly individuals eligible for social allowance when they are in difficult circumstances, without pensions, and living in mountainous, island, and ethnic minority areas;- 50% of individuals in especially difficult circumstances will be provided with social assistance services appropriate to their needs, with at least 10% of the individuals receiving comprehensive social assistance services.

The Prime Minister tasked with developing a model for facilities providing comprehensive social assistance services, aiming that by the year 2030, there will be one social work and professional social assistance worker for every 5,000 residents.

Decision 488/QD-TTg is effective as of April 14, 2017.
