Penalties for 36 common road traffic offences of operators of mopeds and motorcycles in Vietnam

Currently, mopeds and motorcycles are the most common means of transportation in Vietnam; however, not everyone is fully aware of all the violations and corresponding penalties. There are penalties for 36 common road traffic offences of operators of mopeds and motorcycles as follows:

To be specific, Decree 100/2019/ND-CP stipulates the penalties for common road traffic offences of operators of mopeds and motorcycles in Vietnam as follows:

2 Not signaling before overtaking
3 Driving side by side with three or more vehicles
4 Carrying a passenger using an umbrella
5 Not using lights from 7 p.m. to 5 a.m. or in foggy, bad weather conditions that restrict visibility
6 U-turn in unauthorized areas
7 Driving below the minimum speed on roads with posted minimum speeds
8 Not having a left rear-view mirror or having a non-functional one
9 Not having or not carrying a valid civil liability insurance certificate for the vehicle
10 Not slowing down and yielding when driving from an alley or side street onto a main road Fine from VND 200,000 to VND 300,000
11 Driving over the speed limit by 5 km/h to under 10 km/h
12 Stopping or parking on tramways, bus stops, intersections, pedestrian crossings, or in areas with "No Stopping" or "No Parking" signs
13 Not wearing a "helmet for motorbike riders" or wearing one without fastening the strap properly
14 Carrying two passengers on the bike
15 Carrying a passenger not wearing a "helmet for motorbike riders" or wearing one without fastening the strap properly
16 Driving without a vehicle registration certificate Fine from VND 300,000 to VND 400,000
17 Changing direction without slowing down or signaling Fine from VND 400,000 to VND 600,000
18 Carrying three or more passengers
19 Continuously honking or revving (revving the engine) in urban or densely populated areas
20 Stopping or parking on a bridge
21 Not driving on the right side of the road; driving in the incorrect lane (in the same or opposite direction); driving over fixed dividers; driving on the sidewalk
22 Driving over the speed limit by 10 km/h to 20 km/h Fine from VND 600,000 to VND 1,000,000
23 Overtaking in unauthorized areas or making a U-turn in a tunnel
24 Not obeying traffic signal orders (running a red light)
25 Using an umbrella, mobile phone, or audio device
26 Not having a driver's license (for those old enough to drive) Fine from VND 800,000 to VND 1,200,000 for motorbikes with an engine displacement below 175 cm3.

Fine from VND 3,000,000 to VND 4,000,000 for motorbikes with an engine displacement of 175 cm3 or more.

34 Causing a traffic accident without stopping, preserving the scene, fleeing without reporting to authorities, or not assisting the injured
35 Driving after drinking alcohol with a blood alcohol concentration exceeding 80 mg/100 ml of blood or 0.4 mg/l of breath
36 Not complying with alcohol concentration checks by law enforcement officers

The above are the penalties for common road traffic offences of operators of mopeds and motorcycles. Citizens need to be aware of and comply with legal regulations to protect their rights in case of violations.
