Regulations on new articulation between intermediate, college, and university education levels

Conditions for organizing bridging admissions, authority to make decisions, and procedures for registering bridging admissions, quotas for bridging admissions, and organization of admissions are the prominent contents mentioned in the Draft Decision stipulating bridging between the intermediate level, college, and university level issued by the Prime Minister of the Government of Vietnam.

Conditions for Organizing Bridging Admissions

To organize bridging admissions between intermediate, college levels and university levels, higher education institutions must ensure the following conditions:

- For the prospective field of bridging admissions:- There must be a decision to open a formal university-level training program;- There must have been at least three continuous university-level training courses organized by credits up to the time of registering for bridging admissions.- The output standards under the Vietnamese National Qualification Framework must have been announced; quality assurance measures for higher education institutions must have been implemented and publicly disclosed according to current regulations.- A Regulation on Bridging Training between Intermediate, College Levels and University Levels must have been issued. The regulation on bridging training by the higher education institution must specifically stipulate content such as professional conditions suitable for the bridging examination field, bridging admission work, the recognition of learning outcomes, and exemption of accumulated learning credits of learners in bridging training, the bridging program, and the organization of the training program.

The regulations in the bridging training regulation of the higher education institution must not contradict the provisions herein. For special fields, the higher education institution or the sector management ministry may stipulate additional conditions to ensure the quality of training but not lower than the provisions of this decision.

Conditions for Candidates of Bridging Admissions

If meeting the conditions of the training program, intermediate and college graduates can continue their studies in compatible specialization programs or other specializations. Candidates for bridging admissions must hold one of the following degrees and meet the other conditions according to the current university admission regulations of the Ministry of Education and Training:

- An intermediate diploma or a college diploma issued by domestic training institutions. Intermediate-level graduates must ensure they have studied and passed the required amount of high school cultural knowledge according to regulations;- An intermediate diploma or a college diploma issued by foreign training institutions must be recognized according to the regulations of the Ministry of Education and Training or the Ministry of Labor, Invalids, and Social Affairs;- For the health sciences group, only candidates with a practicing certificate can apply, wherein those holding a Physician diploma can register for bridging admissions to university-level General Medicine, Traditional Medicine, Preventive Medicine, Dentistry programs; those holding an intermediate-level or college-level Pharmacy diploma can register for bridging admissions to university-level Pharmacy programs.

Bridging Admission Quotas Must Not Exceed 20% of Formal Admission Quotas

- The quotas for formal bridging admissions, mixed bridging admissions (both work and study) are part of the total quotas determined annually for each training field of the higher education institution and must not exceed 20% of the formal admission quotas, the corresponding mixed work and study admissions quotas for that field.- Higher education institutions must issue an admission notice no later than 3 months before the admission date, which must publicly disclose the admission candidates, quotas for each field, the form of admission, and corresponding subjects or exams.- Bridging admissions can be conducted several times a year through entrance exams, selection, or a combination of entrance exams with selection and must be carried out according to the current university admission regulations of the Ministry of Education and Training.
