According to the guidance in Circular 18/2017/TT-BGDDT and Official Dispatch 3847/BGDDT-NGCBQLGD, public employees teaching at public higher education institutions and public pedagogical colleges are considered for exemption from foreign language and informatics examinations in the following cases:
FOREIGN LANGUAGE EXEMPTION
Foreign language exemption for public employees applies in the following cases:
- Have studied and researched full-time abroad and obtained a bachelor's degree, master's degree, or doctorate from a foreign training institution using one of the languages English, Russian, French, German, or Chinese in training; the degree has been recognized by a competent authority according to current regulations.- Have obtained a second bachelor's degree in a foreign language being one of the languages English, French, Russian, German, or Chinese.- Have:- Level 3 foreign language certificate according to the 6-level foreign language proficiency framework for Vietnam (B1 according to the European Common Framework of Reference) or an international English certificate TOEFL PBT 450 points, TOEFL CBT 133 points, TOEFL iBT 45 points, IELTS 4.5 points or higher for the exam to promote from lecturer (rank III) to main lecturer (rank II);- Level 4 foreign language certificate according to the 6-level foreign language proficiency framework for Vietnam (B2 according to the European Common Framework of Reference) or an international English certificate TOEFL PBT 500 points, TOEFL CBT 173 points, TOEFL iBT 61 points, IELTS 5.5 points or higher for the exam to promote from main lecturer (rank II) to senior lecturer (rank I).
The above foreign language certificates must be valid within 2 years (24 months) from the submission deadline for registration.
Note:- For lecturers specializing in a foreign language, the foreign language exemption requirements must be for a language different from the one they are teaching.- Public employees eligible for foreign language exemption must present evidence to the Examination Council, including:- The original diploma or certificate for direct comparison at the Examination Council;- A notarized copy of the diploma or certificate to be retained by the Examination Council;- A recognized copy of the diploma (issued by a foreign educational institution) recognized by the Department of Examination and Education Quality Assurance (Department of Quality Management), which must be notarized to be retained by the Examination Council.
INFORMATION TECHNOLOGY EXEMPTION
Information technology exemption for public employees who have graduated from a secondary level in information technology or higher.
Note: Public employees eligible for information technology exemption must present evidence to the Examination Council, including:
- The original diploma for direct comparison at the Examination Council;- A notarized copy of the diploma to be retained by the Examination Council.
