Preschool Teachers Receive a Support of 450,000 VND/Month, Children Receive Lunch Support

1. Lunch Support for Preschool Children

Regarding the conditions, children eligible for support must fall under one of the following 3 cases:

- Having parents or having a father or a mother or a caregiver or the child residing in a particularly difficult commune, hamlet, ethnic minority, and mountainous areas, particularly difficult coastal communes and islands (1);

- Having no source of support according to Clause 1, Article 5 of Decree 136/2013/ND-CP (2);

- Being a member of a poor or near-poor household (3).

Regarding the support level:

- Children meeting the above conditions are supported with lunch money equivalent to 10% statutory pay rate/child/month;

- The support period is calculated based on the actual number of months of study, but not exceeding 9 months per academic year.

Regarding the documentation and procedures:

- For parents or caregivers of children falling under case (1), submit one of the following documents: A copy with the original for comparison or a certified copy of the household registration book or the child's personal identification number information or that of the parent or caregiver.

- For parents or caregivers of children falling under case (2), submit one of the following documents:

- A copy with the original or a certified copy of the decision on social assistance from the District Chairman;

- A copy with the original or a certified copy of the confirmation document from the commune People's Committee or the social protection facility;

- A copy with the original or a certified copy of the child adoption certification.

- For parents or caregivers of children falling under case (3), submit a copy and bring the original for comparison, or a certified copy of the Certificate or Confirmation of poor or near-poor household issued by the commune People's Committee.

Regarding the payment method:

- Payment is made 2 times per academic year: the first payment covers 4 months in October or November; the second payment covers 5 months in February or March each year.

2. Policy for Preschool Teachers (GV)

Applicable Subjects:

- Teachers (including assistant principals) working under labor contract policies within the quota at public preschool education institutions (1);

- Teachers working at non-public or private preschools (2);

- Teachers directly caring for and educating ethnic minority children in particularly difficult areas (3);

- Teachers teaching two sessions per day at mixed-age groups, or teaching enhanced Vietnamese at preschools with ethnic minority children in isolated public facilities in difficult or particularly difficult areas (4).

Entitled Policies:

- Teachers under case (1) eligible for rank IV or higher standards can sign labor contracts, receive salaries as grade IV teachers according to the salary table of Decree 204/2004/ND-CP, and enjoy policies like public employees in public institutions;

- Teachers under case (2) are supported with materials and training costs when participating in professional training courses. The level of budget support is equivalent to that of public teachers with the same training level;

- Teachers under case (3) are reimbursed for purchasing learning materials (excluding reference materials) in the language and script of ethnic minorities, with payment based on financial invoices and received for 3 years;

- Teachers under case (4) are supported with 450,000 VND/month paid together with salary, for 9 months/year (from September of the previous year to the end of May of the following year).

Decree 06/2018/ND-CP takes effect from February 20, 2018.
