New Regulations on Working Policies for General Education Teachers

The Ministry of Education and Training is Drafting a Circular amending Circular 28/2009/TT-BGDDT regarding working policies for general education teachers.

This Circular applies to teachers at public educational institutions, including elementary schools, lower secondary schools, upper secondary schools, multi-level educational schools, boarding ethnic minority schools, semi-boarding ethnic minority schools, specialized schools, and classes for the disabled (collectively referred to as “general education schools”).

Supplementing teaching hour quotas for teachers of pre-university schools

According to the draft revision and supplement, the teaching hour quotas for teachers at specialized schools are as follows:

- The teaching hour quota for teachers at boarding ethnic minority schools is 17 hours at lower secondary level and 15 hours at upper secondary level;- The teaching hour quota for teachers at semi-boarding ethnic minority schools is 21 hours at elementary level, and 17 hours at lower secondary level;- The teaching hour quota for teachers at schools and classes for the disabled is 21 hours for elementary level teachers, and 17 hours for lower secondary level teachers;- The teaching hour quota for teachers at pre-university schools is 12 hours.

Specific regulations on teaching hour quotas for principals and vice principals

- The annual teaching hour quota for principals is calculated as: (2 hours/week) x (the number of weeks dedicated to teaching and educational activities according to the annual academic calendar);- The annual teaching hour quota for vice principals is calculated as: (4 hours/week) x (the number of weeks dedicated to teaching and educational activities according to the annual academic calendar).

Amending and supplementing various contents on policies to reduce teaching hour quotas

- For teachers concurrently assigned with specialized tasks:- Teachers concurrently serving as homeroom teachers at specialized schools: Reduce by 4 hours/week for homeroom teachers at boarding ethnic minority schools (both lower and upper secondary levels), specialized schools, semi-boarding schools, and pre-university schools; reduce by 3 hours/week for homeroom teachers at schools and classes for the disabled;- Reduce by 3 hours/week for heads of specialized departments; reduce by 1 hour/week for deputy heads of specialized departments (the current regulation does not include a teaching hour reduction for deputy heads of specialized departments);- Reduce by 4 hours/week for teachers concurrently serving as heads of functional departments; reduce by 2 hours/week for teachers concurrently serving as deputy heads of functional departments at pre-university schools.- Teachers concurrently assigned with specialized tasks receive the teaching hour reduction policy for the task with the highest number of hours.- For teachers concurrently assigned with Communist Party, union, and other organizational tasks in the school:

- Teachers concurrently serving as party committee secretaries at category I schools are reduced by 4 hours/week, while other school categories are reduced by 3 hours/week.  Teachers concurrently performing labor union tasks receive a reduction in teaching hour quotas according to the provisions of [Circular 08/2016/TT-BGDDT](https://lawnet.vn/tim-kiem/?keyword=08/2016/TT-BGD%C4%90T&match=True&area=2&lan=1&bday=March 28, 2016&eday=March 28, 2016).- Teachers concurrently serving as school-level Youth Union secretary or deputy secretary enjoy policies according to [Decision 13/2013/QD-TTg](https://lawnet.vn/vb/quyet-dinh-13-2013-qd-ttg-che-do-chinh-sach-doi-voi-can-bo-doan-thanh-nien-29aaf.html);- Teachers concurrently serving as school council chairperson or secretary are reduced by 2 hours/week.- Teachers concurrently serving as chairs of the School People’s Inspection Committee are reduced by 2 hours/week.- Teachers concurrently assigned with Communist Party, union, and other organizational tasks in the school only receive the reduction policy for the position with the highest reduction in hours.
