Guidelines for Vocational Training Implementation for Rural Workers in 2017

On March 14, 2017, the Ministry of Labor, War Invalids, and Social Affairs issued Official Dispatch No. 922/LD-TBXH-TCDN providing guidance on vocational training for rural laborers in 2017. Accordingly, it mentions key tasks to be implemented as well as policies for reporting the implementation of training activities.

Guidance for Implementing Vocational Training for Rural Laborers in 2017 is as follows:

Key Tasks for 2017:

- Organize an assessment of 07 years (2010 - 2016) of implementing the Scheme, review the progress each year to strive to complete the Scheme's objectives by 2020. Based on that, develop and approve adjustments to the Scheme or the vocational training plan for rural laborers for the period 2016 - 2020 of localities, propose goals, and tasks for 2017 accordingly;- Continue to review, develop, and approve the list of vocational training at elementary level, training under 03 months; the training cost for each vocation, specific support levels for each subject as stipulated in Decision 46/2015/QD-TTg and Circular 152/2016/TT-BTC;- Organize pedagogical training for those recruited as teachers at vocational education centers; train teachers to teach business knowledge and start-up business for rural laborers; organize training on teaching skills for vocational trainers like artisans, excellent farmers, engineers, technical staff, and skilled workers to participate in vocational training for rural laborers; provide training on management and vocational training consultancy, job consultancy for rural laborers for provincial, district, commune management officers, vocational training institutions; provide training on supervising the vocational training for rural laborers at commune level for officials of the Vietnam Farmers' Union, Vietnam Veterans Association;- Implement support for elementary level training, training under 03 months for rural laborers, the disabled, and female workers as stipulated in Decision 971/QD-TTg, Decision 46/2015/QD-TTg, Decision 1600/QD-TTg to ensure the completion of set plan objectives, including:

- For agricultural vocations: implement as per Official Dispatch 1247/BNN-KTHT;- For non-agricultural vocations: focus on training vocations to develop supporting industries, training according to job positions at enterprises, craft villages; train rural laborers to work in economic zones, industrial zones, and large investment projects of significant importance to national development; link vocational training with socio-economic development strategies;- Ensure that people with disabilities account for at least 10% and female workers for at least 40% of the local training support target, and ensure the proportion of people trained in agricultural and non-agricultural vocations to execute the labor restructuring strategy as per the local objectives by 2020;

Reporting Regime:

Provincial and centrally-administered city People's Committees direct the Department of Labor, Invalids and Social Affairs to lead, cooperate with relevant units to implement policy reports as per the enclosed sample (with detailed explanation), including:

- Report immediately upon provincial People's Committee approval for:- Plans, Scheme for vocational training for rural laborers for the period 2016 - 2020.- Annual fund allocation results for implementing the Scheme.- Report by July 15 each year on the results of the first six months, the annual estimate, and the proposal for the next year's plan to implement the Scheme.- Report by December 15 each year on the results of the reporting year, and the plan for the following year to implement the Scheme.
