Documents and procedures for enjoying the boarding policy for college and intermediate students shall be implemented according to the guidance in Decision 2020/QD-LDTBXH on the announcement of amended, supplemented, and repealed administrative procedures in the field of vocational education under the state management function of the Ministry of Labor, Invalids and Social Affairs. 1. Beneficiaries of dormitory policy:
According to Article 2 of Decision 53/2015/QD-TTg, beneficiaries include:
- Ethnic minorities from poor or near-poor households, persons with disabilities;- Graduates from ethnic minority boarding schools;- Kinh ethnic people from poor or near-poor households or persons with disabilities having permanent residence in areas with special socio-economic difficulties, ethnic minority areas, border areas, and islands.
2. Dossier components: (01 set)
The dossier for students participating in college and intermediate-level training programs at private vocational education institutions or foreign-invested education institutions is regulated as follows:
- Application form for dormitory policy as per Appendix II.2 issued with Circular 18/2018/TT-BLDTBXH;- For ethnic minority students from poor or near-poor households, in addition to the application form, a certification of poor or near-poor household by the Commune People's Committee is required;- For Kinh ethnic students with disabilities having permanent residence in areas with special socio-economic difficulties, in addition to the application form, the following documents must be provided: disability certification by the Commune People's Committee or a decision from the District People's Committee on social allowance for persons with disabilities living in the community if the Commune certificate is not available, and Household Registration Book;- For graduates from ethnic minority boarding schools, in addition to the application form, a graduation certificate or temporary graduation certificate must be provided;- For students staying at school during the Tet (Lunar New Year) holiday, in addition to some of the above documents, a confirmation of staying at school during Tet according to the form in Appendix II.4 Circular 18/2018/TT-BLDTBXH must be provided.
Note: The documents in the dossier must be certified copies from the originals or original copies for comparison.
3. Responsible agency:
The Department of Labor, War Invalids, and Social Affairs at the district, district-level town, and city level where the student has permanent residence.
4. Processing time:
The Department of Labor, War Invalids, and Social Affairs will verify and appraise the student's dossier within 3 working days from the date of receiving the complete dossier.
5. Policy disbursement time:
Students are awarded scholarships and other support twice a year:
- The first disbursement for 6 months in October or November annually;- The second disbursement for 6 months in March or April annually;- Students not receiving scholarships and other support in the scheduled time will receive retroactive payments in the next disbursement.
