Guidance on Collecting Tuition Fees without Using Cash according to Scheme SSC

According to the directive of the Department of Education and Training of Ho Chi Minh City in Official Dispatch 2948/GDDT-KHTC dated August 15, 2017, regarding the guidance on the collection of tuition fees and other fees for the academic year 2017 - 2018, schools implementing the SSC Scheme for cashless payment should note as follows:

Regarding payment fees via POS machines placed at the school: The payment rate is 0.33% of the transaction value (domestic card); from 0.6 - 2% of the transaction value (international card) according to Official Dispatch 529/UBND-KT dated February 03, 2017, of the Ho Chi Minh City People's Committee.

Regarding receipt issuance:

- For tuition fees: Use the Fee Payment Receipt form and content as guided in Circular 153/2012/TT-BTC;- For other fees: Use the electronic receipt according to Form No. C38-BB in Decision 19/2006/QD-BTC.

Regarding the use of bank collection accounts participating in the SSC Scheme: Units must account for tuition fees and other revenues into the collection account of the Bank chosen to participate in the SSC card Scheme before transferring to the State Treasury.
