Content of Internal Inspection at Universities and Pedagogical Schools for the 2017-2018 Academic Year

On September 1, 2017, the Ministry of Education and Training issued Official Dispatch 4037/BGDDT-TTr guiding the implementation of internal inspection tasks for the 2017 - 2018 academic year for higher education institutions and pedagogy schools.

The Ministry guides schools to develop the Inspection Plan and organize inspections based on selected topics while ensuring that they closely align with the main tasks of the sector and the primary tasks of the 2017 - 2018 school year.

Inspection Content:

- The responsibility, duties, and performance results of the advisory department in formulating and promulgating regulations on admissions and training; in managing the issuance of diplomas and certificates of the school according to regulations; the implementation of the proposal for higher education autonomy;- The responsibility, performance of duties, and performance results of member units/ faculties, centers, institutes under the school regarding maintaining quality assurance conditions for higher education (lecturer standards, management staff); contingent of full-time lecturers; facilities and equipment for teaching); maintaining and ensuring the conditions for opening training disciplines (master's, doctorate); updating, formulating, and appraising programs; scientific research activities of students and lecturers; international cooperation activities in training and scientific research; ensuring investment in development capabilities and encouraging scientific and technological activities according to Decree 99/2014/ND-CP;- The responsibility and duties in organizing admissions at various levels, organizing training management: Implementing the admissions regulations; training regulations; end-of-course examinations; evaluating theses and dissertations (in terms of conditions, standards of council members, candidate conditions, etc.); enhancing the quality of foreign language teaching, especially English;- Implementing the democratic regulations, performing anti-corruption duties in the field of education; financial collection and expenditure activities; capital mobilization, managing funds, managing assets, managing the school's payables, and other financial activities;

Inspection Forms:

- Planned inspection: Based on the approved inspection plan, the Inspection Department/Unit or the officer specializing in internal inspection builds the inspection organization plan and drafts the inspection decision for submission to the Principal;- Unexpected inspection: Conduct sudden inspections when detecting units, organizations, or individuals exhibiting signs of legal violations, in response to complaints, denunciations, anti-corruption, or assignments by the Principal.
