The Ministry of Labor, Invalids and Social Affairs is seeking public comments on the regulations on provision of bridge program between levels of vocational education in the same trade or profession or when transitioning to a different trade or profession.
Students who meet the qualification conditions and have a need to improve their level can participate in the admission for bridge programs in various vocational fields at each training level.
Draft Circular regulating the bridge program between levels of vocational education in Vietnam, stating that students must meet one of the following qualification conditions:

- Possesses a primary certificate and a junior high school diploma or higher; - Graduated from intermediate level with a need to bridge to a different field to obtain a second intermediate diploma in the same vocational group; - Holds an intermediate vocational diploma or an intermediate professional diploma. |
- Holds an intermediate diploma and a high school diploma or equivalent; - Holds an intermediate diploma and a junior high school diploma, and must accumulate additional high school culture content as prescribed by the Ministry of Education and Training; - Graduated from college with a need to bridge to a different field to obtain a second college diploma in the same vocational group; - Holds a vocational college diploma and needs to study at the college level. |
The organization of bridge program for students at various levels is conducted according to the guidance in Circular 09/2017/TT-BLDTBXH regulating the implementation of intermediate and college level training programs by either annual system or modular/credit accumulation system; and the regulations for examination, testing, and graduation recognition.
The duration of bridge program is determined based on the volume of knowledge and skills stipulated for each program, level, and training method. The school principal, based on the bridge program program, defines and publicly announces the training duration for the targeted admission group at the recommendation of the bridge program Council.
Students who complete the bridging program and meet the prescribed conditions will be recognized as graduates and awarded an appropriate intermediate or college diploma for their training level.
The academic transcript of bridging students will fully record the learning results during the bridge program period.
