03 Cases in Which Citizens Are Given Priority in Police Recruitment

This is one of the notable contents stipulated in the Draft Circular regulating the recruitment of citizens into the People's Public Security, which is being solicited for feedback by the Ministry of Public Security.

FULL TEXT OF THE DRAFT CIRCULAR PROVIDING REGULATIONS ON SELECTING CITIZENS INTO THE PEOPLE'S POLICE

To be specific:, according to Article 6 of the Draft, the selection of citizens into the People's Police is conducted through competitive examinations, except for the following 03 cases where candidates are selected through a review process:

  1. Holding a master's degree, Ph.D., level I specialist doctor, level II specialist doctor, resident doctor, level I specialist pharmacist, level II specialist pharmacist in medical or pharmaceutical fields or excellent and outstanding university graduates.

  2. Expertise matching the job position required (according to approved quotas) but having higher training qualifications.

  3. Officials and public employees currently working at ministries and central authorities, or officers and professional soldiers currently serving in the Vietnam People's Army who have graduated from university or higher.

The scoring scale for competitive examinations and review processes proposed by the Ministry of Public Security is 100 points, in which:

- Those holding a Ph.D., level II specialist doctor, level II specialist pharmacist in medical or pharmaceutical fields are awarded 50 points; those holding a master's degree, level I specialist doctor, resident doctor, level I specialist pharmacist in medical or pharmaceutical fields or excellent and outstanding university graduates are awarded 30 points in the total review score.

- Those graduating from university with good grades; graduating from college, intermediate level with excellent and outstanding grades; graduating from primary level with outstanding grades; being an ethnic minority are awarded 20 points, those with special talents and abilities meeting the requirements and staffing of the People's Police in sports, arts, are awarded 10 points in the total review or competitive examination score.

Note: In case a person has multiple preferences according to the above regulations, only the highest preference points are added to the total score of the competitive examination or review process.
