Who has the authority to approve non-refundable aid in 2020?

Pursuant to Article 7 of Decree 80/2020/ND-CP, the authority for approving non-refundable aid that does not belong to official development assistance from foreign agencies, organizations, and individuals for Vietnam includes:

Firstly, the Prime Minister of the Government of Vietnam approves:

- Aid programs related to security, national defense, religion, and those with the direct objective of supporting the drafting of legal normative documents;

- Imported goods under the decision-making authority of the Prime Minister of the Government of Vietnam pursuant to relevant laws;

- Other cases not specified in Clauses 2, 3, 4 of this Article.

Secondly, heads of the managing agencies approve:

- Aid programs not specified in Clause 1 of this Article and aid for post-disaster recovery directly provided to a ministry, central authorities and local authorities regardless of the scale of the aid.

- Aid programs where the recipient is an organization established or approved by the managing agency, appropriate to the functions and responsibilities of the aid recipient, excluding organizations established by the Ministry of Home Affairs.

Thirdly, the Minister of Home Affairs approves aid for associations, social funds, and charitable funds established and regulated by the Ministry of Home Affairs.

Fourthly, the President of the Central Committee of the Vietnam Fatherland Front approves humanitarian relief with no specific address (The donor does not designate relief for a specific locality).

Fifthly, heads of unions or associations established by decision of the Prime Minister of the Government of Vietnam approve aid for bodies under their management authority pursuant to the law.
