Which Means of Transportation Are Exempt from Fees and Charges at Ports and Inland Waterways?

This is the notable content stipulated in Circular 248/2016/TT-BTC, which prescribes the collection rates, collection policies, remittance, management, and use of fees and charges applicable at inland waterway ports and wharves.

According to the provisions of Circular 248/2016/TT-BTC, fees and charges applicable at inland waterway ports and terminals will be waived in the following cases:

- Vehicles belonging to the Ministry of Defense and the Ministry of Public Security used for defense and security purposes (excluding vehicles used for economic activities); vehicles of the customs authority on duty; vehicles of the traffic inspection authority and inland waterway port authorities.- Vehicles avoiding storms and emergency vehicles.- Vehicles transporting goods with a total weight of less than 10 tons or carrying passengers with less than 13 seats.- Vehicles for flood and storm prevention and control.

Also according to Circular 248/2016/TT-BTC, fee and charge collecting organizations are inland waterway port authorities and maritime port authorities, including cases where the authority assigns or authorizes the implementation of port and inland waterway terminal management tasks.
