Which forces are involved in the destruction of propellant?

Circular 109 stipulates the force participating in the burning and destruction of propellant as follows:

- Force participating in the burning and destruction of propellant: Must be assigned tasks in writing; only carry out the assigned tasks according to the approved plan; strictly adhere to the discipline; promptly and accurately execute the orders and instructions of the commander;- Commander: The highest authority in the destruction area; must have professional qualifications in ammunition from intermediate level or above; must be assigned the task by a competent authority;- Personnel for burning and destruction of propellant: Those who directly carry out the burning and destruction of propellant; must have professional qualifications in ammunition from elementary level or above; must be familiarized with the plan and trained in procedures, regulations, and safety rules; have good health, practical skills, and have passed the required checks;- Safety personnel: Those supervising safety; tasked by the commander with the responsibility for safety during the burning and destruction of propellant; must have professional qualifications in ammunition from elementary level or above; must be trained and well-versed in safety regulations during the burning and destruction of propellant;- Technical personnel: Those supervising the technical aspects of the burning and destruction of propellant; must have professional qualifications in ammunition from intermediate level or above; must have a thorough grasp of ammunition expertise, technical procedures, and safety rules in the burning and destruction of propellant; be proficient in using ignition means; tasked by the commander with responsibility for technical matters during the burning and destruction of propellant;- Medical personnel: Those ensuring the health of the destruction force; must have professional qualifications in the medical field from elementary level or above; must have a thorough grasp of medical expertise; be proficient in using first aid equipment and tools in case of incidents;- Sentry force: Those responsible for guarding to prevent people, vehicles, and livestock from entering the guarded area during the burning and destruction of propellant.
