Which Agency Manages the Printing and Issuance of Market Management Documents?

The management of printing and issuing forms of meeting minutes, decisions used in inspection activities, and other forms of meeting minutes, decisions (hereinafter referred to as documents) used in administrative penalty activities of Market Management are stipulated in Circular 26/2013/TT-BCT as follows:

- The Market Management Department of the Ministry of Industry and Trade organizes the management, printing, and issuance of documents to the units, officials of the Market Management Department for use in inspection and administrative penalty activities of the Market Management Department;- The Market Management Sub-departments of provinces and centrally-run cities organize the management, printing, and issuance of documents to the units, officials of the Market Management Sub-departments for use in inspection and administrative penalty activities of the Market Management Sub-departments.

Furthermore, the organization of bidding, and the signing of printing contracts for documents must be carried out in accordance with the law; the contract must specify the responsibility of the printing facility in managing the print samples, managing the structure, the quantity of the printed documents, and it is not allowed to print duplicates or cause loss of pre-printed documents.

Note: In case of loss of pre-printed documents, the entity managing and issuing the documents or the unit, official using the documents must review and clarify the responsibility of the person who lost them and handle disciplinary action according to regulations, while also notifying the relevant authorities to prevent unauthorized use.
