Which Agency Manages the Driver's License Information System?

According to current regulations, the driver’s license information system is a combination of hardware, software, and communication networks built and utilized to collect, manage, operate, and exploit data related to training, examination, issuance, and renewal of driver’s licenses. The system includes the Central system and the local system.

Article 4 of Circular 07/2013/TT-BGTVT stipulates that the agencies managing the driver’s license information system include the Directorate for Roads of Vietnam and the Department of Transport. To be specific:

- The Directorate for Roads of Vietnam is responsible for managing the unified driver’s license information system nationwide; the Vehicle and Driver Management Division under the Directorate for Roads of Vietnam performs the function and duties of the direct management agency of the driver’s license information system at the central level.- The Department of Transport is responsible for managing the driver’s license information system within the province or city directly under the central government; the division assigned to manage training, examination, and issuance of driver’s licenses under the Department of Transport performs the function and duties of the direct management agency of the driver’s license information system at the local level.

Additionally, the tasks of the Directorate for Roads of Vietnam are also detailed in Circular 07/2013/TT-BGTVT as follows:

- Guide the management, usage, updating, exploitation, and management of the driver’s license information system.- Connect and exchange data with related information systems as regulated.- Invest in, maintain, and upgrade hardware, software, and data transmission networks installed at the Directorate for Roads of Vietnam.- Invest in, construct, and upgrade application software in the driver’s license information system for nationwide application.- Manage and guide the use of security technology on driver’s licenses.- Act as the focal point for collecting demands and submitting them to the competent authority for issuing digital certificates to individuals qualified to sign and issue driver’s licenses as authorized by the Minister of Transport.- Perform other tasks and authorities related to the management of driver’s licenses as assigned by the Ministry of Transport.
