Where to Submit an Application for Passport Issuance?

Circular 29 stipulates the places to submit applications for the issuance, amendment, and supplementation of passports as follows:

- Applicants for a new passport (first-time issuance, reissuance when the passport expires) shall submit their application at the Immigration Management Department of the Provincial or City Police under Central authority where they have permanent or temporary residence.- Applicants for reissuance, amendment, or supplementation of passports shall submit their application at the Immigration Management Department of the Provincial or City Police under Central authority where they have permanent or temporary residence or at the Immigration Department, Ministry of Public Security.- Applications for passport reissuance (except for cases of reissuance for children under 14 years old) can be submitted through postal enterprises.

In particular, in the urgent cases needing a passport promptly below, applicants can submit their application and receive results directly at the Immigration Department:

- Persons needing to go abroad for medical treatment with a referral letter from the hospital;- Persons with immediate family members abroad who have been in an accident, are sick, or have died and need to urgently proceed to address the issue, with documentation proving these events;- Officials and public employees, officers, non-commissioned officers, and employees in the People's Army and People's Public Security needing urgent exit, with a written request from the Head of their agency or organization;- Other cases with sufficient urgency considered and decided by the Director of the Immigration Department.
