What Standards Must Members of the Council of Professors Meet?

On March 28, 2019, the Ministry of Education and Training promulgated Circular 04/2019/TT-BGDDT enacting the Regulations on organization and operation of the State Professorship Council, Sectoral Professorship Councils, Inter-sectoral Professorship Councils, and Institutional Professorship Councils.

According to the regulations in Circular 04/2019/TT-BGDDT, the members of the Professor Councils must meet the following standards:

- Members of the Professor Councils are full-time and visiting lecturers at higher education institutions; practice facilities of higher education institutions in the health sector in Vietnam, meeting the standards prescribed in Article 17 of Decision 37/2018/QD-TTg.- Members of the Professor Council who no longer meet the standards prescribed in this Article or are disciplined from the form of a warning or higher, the competent authority establishing the Professor Council shall decide to relieve them of duty and appoint replacements.

Also according to Circular 04/2019/TT-BGDDT, the Professor Council operates based on the following principles:

- Implement according to Article 18 of Decision 37/2018/QD-TTg, which promulgates the standards, procedures for evaluating and recognizing the standards for the titles of professor and associate professor; procedures for revoking the recognition of titles and relieving the titles of professor and associate professor.- Openly and democratically exchange and discuss to resolve matters related to the activities of the Professor Council.
