Library Law 2019 was officially passed by the National Assembly on November 21, 2019.
According to regulations, information resources are understood to be a collection of various types of documents and data, including printed documents, handwritten documents, audio, visual documents, digital documents, microform documents including microfilm, microfiche, special documents for people with disabilities, and other documents and data.

Article 7 of the Library Law 2019 stipulates that the information resources with restricted use in libraries include:
- Information resources that contain content, if widely used, could affect the interests of the State, and the legitimate rights and interests of agencies, organizations, and individuals.- Information resources classified as state secrets, with restricted use, conditional access, and limited access rights according to the provisions of law on the protection of state secrets, access to information, and archives.- Original copies of ancient, rare documents, information resources that are cultural heritage being preserved in the library.- Original copies of damaged documents.
Furthermore, the Minister of Culture, Sports and Tourism will provide detailed regulations on the restricted use of information resources in libraries; stipulate the principles for the use of restricted information resources in libraries. Agencies, organizations, and individuals establishing libraries are responsible for creating a list of restricted information resources and the use of restricted information resources within the library.
